The 30 day EBR public review and comment period for an Environmental Assessment for the proposed increase in the landfilling capacity of the Ottawa Valley Waste Recovery Centre was completed on November 23rd, 2007.
Landfill Expansion Environmental Assessment
An application for approval under the Environmental Assessment Act and the Environmental Protection Act to increase the landfilling capacity for a 25 to 40 year planning period is being made by the Ottawa Valley Waste Management Board. A draft was submitted to the Ministry of Environment in December 2001 for review and comments. The documentation was also circulated to the Ministry of Natural Resources, Environment Canada, the Department of Fisheries and Oceans, and the Canadian Environmental Assessment Agency for their review and comments. A final submission will be made in March and all completed comments will be addressed in finalizing the various reports.
An additional requirement for the expansion has been that the Ottawa Valley Waste Management Board commit to implementing a leachate pre-treatment facility on-site. The preferred alternative is a constructed wetland that will treat landfill leachate before discharge to the on-site marshland at an estimated cost of $400,000. As a result, the site will no longer continue to rely solely on natural marshland attenuation processes for treatment and assimilation of leachate-impacted waters generated by the landfill site.
